California Public Utilities Commission
The Efficiency Council is engaged at the California Public Utilities Commission (CPUC), which regulates investor-owned electric and gas utilities in the state. The organization is an active party in several key proceedings relevant to energy efficiency and demand response and regularly files comments on the central issues affecting its member companies. Outside of the formal filing process, the Efficiency Council engages with Commissioners, regulatory staff, and other efficiency stakeholders through informal communication and collaboration. The Efficiency Council brings the California energy efficiency industry voice to the discussions affecting the CPUC’s oversight of energy efficiency and demand response programs.
California Energy Commission
The California Energy Commission (CEC) is the state’s primary energy policy and planning agency. The CEC oversees a variety of programs to forecast energy needs, develop energy efficiency standards, and support research and development of new energy technologies. The Efficiency Council actively engages the CEC on several key initiatives, including: the Integrated Energy Policy Report (IEPR), AB 758 Existing Building Retrofit Program, the Electric Power Research Program (EPIC), and several other codes and standards programs that affect the efficiency industry.
California Air Resources Board
The California Air Resources Board (CARB), the primary agency tasked in the implementation of AB 32, California’s landmark law to limit the state’s greenhouse gas emissions, primarily through a greenhouse gas emissions trading program (a cap-and-trade program). The Efficiency Council works with CARB to promote energy efficiency as a major part of the state’s greenhouse gas reduction strategies.
California Independent System Operator
The California Independent System Operator (CAISO) is a nonprofit public benefit corporation that acts as an impartial grid operator for the bulk of the state’s power grid. The CAISO plays an important role in operating the wholesale power system, including integrating renewables and demand-side resources such as energy efficiency and demand response into the grid. The Efficiency Council actively participates with the CAISO on initiatives such as the Energy Efficiency and Demand Response Roadmap, and the Transmission Planning Process.
